The Community Services Recovery Fund was a $400 million investment from the Government of Canada to support community service organizations, including charities, non-profits and Indigenous governing bodies as they focused on how to adapt their organizations for recovery from the COVID-19 pandemic. Now more than ever, community service organizations play a key role in addressing persistent and complex social problems faced by communities across Canada. The Community Services Recovery Fund responded to what community service organizations needed and supported them as they adapt to the long-term impacts of the pandemic.

There were three main goals of the Community Services Recovery Fund: 
  • Strengthen organizations' ways of working to build back stronger while considering new approaches,
  • Adaptation to ensure organizations’ processes are flexible and agile to quickly prepare for new conditions, and
  • Resiliency to anticipate, withstand, respond to and recover from future disruptions and crises.
The Community Services Recovery Fund was a unique opportunity for community service organizations to focus inwards, consider the impact of the COVID-19 pandemic on their organization, and build their capacity to continue to respond to community recovery needs.

Funding Streams

National Funding Stream

The three National Funders – the Canadian Red Cross, Community Foundations of Canada and United Way Centraide Canada – collectively managed the National Funding Stream. It was open to eligible community service organizations serving the entire country, an entire province / territory or multiple provinces / territories. Through the National Funding Stream, successful applicants received a minimum of $20,000 and a maximum of $500,000.  

*Provincial/territorial organizations in Prince Edward Island, Newfoundland and Labrador, Yukon, Northwest Territories and Nunavut had the option to apply through the National/Provincial/Territorial Stream or the Local Stream.


Local Funding Stream
The Local Funding Stream was open to eligible community service organizations serving a portion of a province or territory. Through the Local Funding Stream, successful applicants received a minimum of $10,000 and a maximum of $200,000.  
 

Project Focus Areas

Projects funded under the Community Services Recovery Fund worked within one of the Project Focus Areas below. 
 
  Investing in People
 
Funding to support one-time projects that focus on how organizations recruit, retain, engage and support their personnel, including staff, volunteers and boards of directors.
  Investing in Systems and Processes
 
Funding to support one-time projects that invest in the systems and processes involved in creating the internal workings of an organization’s overall structure.
  Investing in Program and Service Innovation and Redesign
 
Funding to support one-time projects primarily focused on program and service innovation and redesign using information gained during the COVID-19 pandemic.
